During a visit and investigation, Hainan police found that some young people in bars may experience dizziness and drunkenness after smoking a new type of "top" electronic cigarette.
In response, the police first investigated drug related cases, but after conducting urine tests on the parties involved, no traditional drugs were found. But the strange physical manifestations of these people, as well as the expensive price of the e-cigarette, still make the anti drug police feel abnormal.
The police immediately tested the electronic cigarette involved and found that it contained etomidate, a white powder substance that is insoluble in water. It is mainly suitable for general anesthesia induction and can also be used for short-term surgical anesthesia.
Illegal individuals use the anesthetic effect of etomidate as a substitute for drugs for trafficking.
With the strong support of the Anti Drug Brigade of the Hainan Provincial Public Security Department, the First Detachment of the Coast Police Brigade of the Hainan Provincial Public Security Department successfully solved a cross provincial drug trafficking case that spanned Guangdong and Hainan. It arrested 14 drug related personnel, seized 40 e-cigarettes containing marijuana, methamphetamine, and etomidate, and cut off a drug trafficking network from Xuwen in Guangdong to Haikou in Hainan, radiating and distributing new types of drugs to surrounding cities and counties in Haikou.

Previously, the Dangyang police learned through intelligence that a large number of e-cigarettes containing etomidate anesthetic were being sold in the urban area of Yichang. After in-depth analysis, the police have mastered a four level network led by Xiao and Zhang, which sells etomidate. Each level includes raw material suppliers, product manufacturers, distributors, and retail sales personnel. The internal organization of the gang is tight and the division of labor among members is clear. During the operation, the police arrested 13 illegal suspect, including 9 who sold etomidate electronic cigarette bombs. More than 300 etomidate electronic cigarette bombs were seized on the scene, and more than 49000 yuan of funds were seized.
After further investigation, on the evening of September 6th, police rushed to Wuhan to arrest product manufacturers Li and Wang, and seized over 800 etomidate electronic cigarette bombs and raw materials on site. At present, the Dangyang police have detained 11 people in accordance with the law, and the case is being further processed.

In July this year, Jiangcheng Branch of Yangjiang Municipal Public Security Bureau in Guangdong Province learned a clue about "cigarette powder" in its work, and mastered the information about the suspect buying "cigarette powder" from other provinces to sell in Yangjiang. Later, the police seized Mr. He and Mr. Chen, the suspect, and found 7 packets of "cigarette powder" totaling 6.5 kg from the vehicles involved in the case. After investigation, Mr. He, the suspect, bought this batch of "cigarette powder" in other provinces and hired Mr. Chen to drive the vehicle, preparing to transport this batch of "cigarette powder" to Yangjiang for sale. Jiangcheng Public Security has criminally detained the two individuals mentioned above.

The scope of drugs and the calculation principle of drug quantity referred to in this law refer to opium, heroin, methamphetamine (methamphetamine), morphine, marijuana, cocaine, and other narcotic drugs and psychotropic substances controlled by the state that can cause addiction.
The quantity of drugs is calculated based on the verified smuggling, trafficking, transportation, manufacturing, and illegal possession of drugs, and is not converted based on purity.
Smuggling, trafficking, transporting, and manufacturing drugs, regardless of the quantity, shall be held criminally responsible and punished.
Whoever smuggles, sells, transports, or manufactures drugs shall be sentenced to fifteen years of fixed-term imprisonment, life imprisonment, or death, and shall also be sentenced to confiscation of property:
（1） Smuggling, trafficking, transporting, or manufacturing opium weighing over one kilogram, heroin or methamphetamine weighing over fifty grams, or other drugs in large quantities;

For example, according to local regulations on smoking control in public places, public security organs can only make a decision not to impose punishment in accordance with Article 95 (2) of the Public Security Management Penalty Law; After being placed under management, in accordance with Article 72 of the Public Security Administration Punishment Law, those who take drugs shall be detained for not less than ten days but not more than fifteen days and may also be fined not more than two thousand yuan; If the circumstances are minor, the offender shall be detained for not more than five days or fined not more than 500 yuan.
